Per figures from Israel, at least 98 Palestinians have lost their lives while detained since October 2023. A rights monitoring body operating from Israel has stated that the real number is probably significantly greater, as a result of many of unaccounted for people in Gaza.

Report Findings

Updated Statistics

Official armed forces most recently revised information on deaths in detention for May 2024, and the prison service in September 2024. Investigators documented a further 35 casualties in confinement subsequent to these dates and validated them with government bodies.

Although the overall count of casualties charted being substantially larger than other recent estimates, it likely does not reflect the full scale of Palestinian casualties, per the director of the prisoners and detainees department.

“Although we are offering documentation for a larger total of casualties than earlier indicated, this is an incomplete account,” he said. “We are sure that there are even now detainees who died in detention that we have not identified.”

Civilian Deaths

Classified government records indicates that the vast majority of incarcerated Palestinians from Gaza who died in jail were civilians, according to a simultaneous inquiry.

In May of 2024, a defense forces registry following all fighters in Gaza, a registry of over 47,000 named individuals, listed only 21 deaths in detention. By that date, 65 Palestinians from Gaza had died in detention.

Prison Situation

Physical violence, mistreatment, and additional maltreatment of Palestinian individuals has become routine across Israel’s jail system throughout two years of conflict. Senior officials have openly admitted minimal sustenance and an subterranean prison holding Palestinian individuals who never see daylight.

Present and past detainees and informants from the defense forces have collectively claimed routine infractions of human rights protocols.

Systemic Abuse

“Regardless of this significant total of fatalities, during 24 months no one has been detained,” the representative stated. “There are no prosecutions over any death.

“While these policies continue to be enforced, all Palestinian detainees in custody is in danger, also the those in good health, including the juveniles who have no health problems.”

Notable Incidents

Several casualties in detention have been widely reported, such as a middle-aged hospital director who perished in prison after a third of a year in confinement.

A prisoner detained alongside the deceased testified that he was taken to the yard by correctional officers just prior to his passing, visibly injured and exposed from the lower body. His body remains unreleased to Gaza.

In 21 cases, mainly people from Gaza, investigators were not able to match the minimal data supplied by officials to a death documented by human rights groups, via testimony from former inmates or accounts in the press.

The detainees’ families might not have learned about their relatives’ casualties also, as Israel has created obstacles to monitor detainees it is holding.
