English Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a recent survey of municipal councils, English councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils representing second-tier cities in England stated that six out of ten of local authorities are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of authorities attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and utilising savings to manage growing fiscal pressures.”

Detailed Examples of Planned Disposals

Medway Council in southeast England announced its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Rises and Broader Financial Pressures

This research of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of councils will have to increase local levies next April to address the rising cost of essential services, higher levels of homelessness, and a persistent housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and cost efficiency,” stated a council leader.

He continued: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the increasing figures of children and adults needing Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Ministers have put off scheduled changes to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest deprivation indices,” said the study.

“While only one key city is in the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of England. The data underscores the extent of difficulties facing municipal officials across key cities in the next twelve months,” the report added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the real levels of disadvantage and demand,” said Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey revealed.
